The utility is shifting from traditional recruitment toward hands-on apprenticeship programs to secure the skilled workforce required to maintain essential state infrastructure.

The water sector faces a looming talent gap, driven by an aging workforce and increasing technical demands. Rebecca Losli, President of Illinois American Water, notes that the company is prioritizing programs that connect students directly with career pathways. By embedding recruitment efforts within local educational institutions, the utility aims to transition students from classroom theory to full-time field roles.

Key initiatives include the CONSTRUCT Infrastructure Academy in Woodridge, which bridges the gap between training and utility-related job placement. In Belleville, the Center for Academic and Vocation Excellence has already seen success, with the company’s first high school apprentice transitioning into a full-time position following their May 2026 graduation. Furthermore, the Lansdowne UP RISE UP program in East St. Louis provides high schoolers with mentorship and direct exposure to water treatment plant operations.

Nole Dailey, Superintendent of Field Operations, emphasizes that early integration provides immediate value to the company’s operations. These programs are designed to demystify the utility industry for young professionals, ensuring that the critical service of providing clean, reliable water remains staffed by a new generation of workers.
