As Hong Kong refines its regulatory environment and tokenization initiatives, the criteria for digital asset infrastructure are shifting. Wong emphasized that participants must now meet heightened expectations regarding governance, security, and operational continuity. He proposed a four-pillar model to standardize these requirements: legal and regulatory clarity, technological reliability, demonstrable security validation, and sustained long-term accountability.

Risk management, according to Wong, must be woven into the fabric of platform governance and user protection rather than treated as an auxiliary function. He noted that a robust ecosystem relies on a division of labor where specialists handle asset issuance, custody, and infrastructure, ensuring that responsibilities remain transparent. By prioritizing asset segregation and cross-participant coordination, firms can move past speculative growth toward a more mature market architecture. This transition, he suggested, is essential for maintaining stability throughout volatile market cycles.
