Previously, the Ministry relied on disconnected spreadsheets and paper files, hindering effective policy implementation and resource allocation. Developed by FiscalAdmin Ltd on the Joget DX Enterprise platform, the new system enables field officers to register farmers using national identity numbers and GPS-verified land boundaries. This creates a single, verifiable source of data that allows the government to identify specific needs for future initiatives, such as targeted subsidies and agricultural input distribution.
Lesotho digitizes agriculture with new national farmers portal
Lesotho has launched a centralized digital registry to replace fragmented paper records across its ten districts. Led by the Ministry of Agriculture, Food Security and Nutrition in partnership with Vodacom Lesotho, the platform tracks land parcels, livestock, and household data to improve national agricultural planning and service delivery.
The project utilized a GovStack-aligned architecture, supported by the International Telecommunication Union and the World Food Programme. By prioritizing a configuration-based approach over traditional software development, the system allows a small public-sector team to maintain and update the registry without constant developer intervention. Aare Lapõnin, CEO of FiscalAdmin, noted that the platform was designed to function under real-world field conditions, utilizing LLM-assisted specification development to ensure accuracy. As the ministry moves toward full national coverage, the infrastructure is built to scale, with future modules planned for automated eligibility evaluation and program applications.
