Clean Energy Outpaces Fossil Growth but Fails to Curb Emissions

Global investment in clean energy reached a record $2.1 trillion in 2025, yet greenhouse gas emissions continue to plateau rather than decline. While renewables now account for 99% of new electricity generation growth, surging demand from data centers and heavy industry means clean power covers only 40% of the rising total energy need.

The Energy Transitions Commission’s 2026 Monitor highlights a critical paradox: clean electrification is expanding rapidly, but it is effectively chasing a moving target. Although solar, batteries, and electric vehicles are consistently outperforming forecasts, the global energy system remains tethered to fossil fuels to meet the appetites of modern infrastructure and long-distance transport. The world has already breached 1.5°C of heating and remains on a trajectory toward 2.5°C.

Progress is currently split into two distinct speeds. About 60% of global emissions, primarily in power generation and road transport, are being mitigated through electrification at minimal cost. However, massive grid bottlenecks are stifling this momentum. In the United States, 2,300 GW of capacity awaits connection, while European queues hold 375 GW of renewables and 455 GW of battery storage. Meanwhile, the remaining 40% of emissions—stemming from aviation, shipping, and heavy industry—lacks the commercial maturity or cost-efficiency needed for a rapid transition.

Beyond electrification, the report identifies four systemic failures hindering climate targets: the continued reliance on coal, unmanaged methane emissions, ongoing deforestation, and a lack of scalable carbon removal technologies. Adair Turner, co-chair of the ETC, emphasized that deployment speed alone is insufficient. Without securing buyer commitments for green industrial products and overcoming connection barriers, the global energy transition will remain stalled in a cycle of rising demand and persistent atmospheric carbon.
