The summit, hosted at ICAO headquarters from November 10–12, convenes over 350 industry experts to address the tension between expansion and rigorous safety standards. Dr. Hassan Shahidi, CEO of the Flight Safety Foundation, noted that Salazar’s address will push leaders to prioritize safety as they navigate increasingly complex operational environments.
Juan Carlos Salazar to Keynote Flight Safety Foundation Summit
ICAO Secretary General Juan Carlos Salazar will open the 79th annual International Aviation Safety Summit in Montreal this November, anchoring discussions on whether the aviation industry can manage rapid growth without compromising safety protocols during a period of frequent, volatile disruption.

The agenda shifts from high-level leadership strategy to technical workshops on days two and three. Discussions will cover the integration of uncrewed aircraft into shared airspace, the deployment of artificial intelligence for safety-critical decision-making, and the logistical challenge of scaling the workforce without eroding established safety margins. Attendees will participate in interactive sessions designed to isolate specific industry barriers and establish actionable priorities for future airspace management.
