Burbank officials collaborated with the local utility, Burbank Water and Power, to integrate the program into the city's existing infrastructure.
Consumer protections remain a core component of the rollout. Projects financed through this model require third-party inspections and contractor payments are withheld until the homeowner confirms satisfaction. Furthermore, the program operates under the regulatory oversight of the California Department of Financial Protection & Innovation. To ensure accessibility for the significant Hispanic and Latino populations in these cities, Home Run Financing has committed to providing all documentation, contracts, and customer support in both English and Spanish.
