California Waste Solutions Proposes $500 Million Waste-to-Energy Plant

California Waste Solutions is scaling its international footprint with plans for a $500 million waste-to-energy facility in Ho Chi Minh City. The project, managed through its subsidiary Vietnam Waste Solutions, aims to process 3,000 tons of refuse daily and generate 60 megawatts of electricity to support Vietnam’s 2050 net-zero goals.

The proposed infrastructure expansion represents a significant shift for the company, which began as a small Oakland-based recycler in 1992. Founder David Duong intends to leverage the firm’s experience with the existing Da Phuoc Integrated Waste Treatment Complex to implement advanced incineration technology. The new plant is designed to reduce residue to approximately 5 percent, with the remaining ash repurposed for construction materials. Once approved, the facility is expected to reach operational status within 18 to 24 months.

While the company continues to service over 343,000 customers in California, it is simultaneously accelerating its international portfolio. Beyond the Ho Chi Minh City site, the firm is developing the 1,760-hectare Green Environmental Technology Park. This industrial complex is intended to provide a U.S.-standard environment for manufacturing and clean energy tenants. By integrating AI-driven sorting and robotics across its global operations, the company seeks to standardize environmental protocols between its Bay Area facilities and its expanding footprint in Southeast Asia.
