The report, Transformative AI Strategy for Europe, highlights the continent’s growing dependency on US-based AI providers. While officials acknowledge the risks, the proposed solution—fast-tracking infrastructure for Big Tech in exchange for preferential access to frontier models—is fundamentally flawed. European Central Bank chair Christine Lagarde recently underscored the stakes, noting that the ability to restrict AI access grants foreign entities unprecedented leverage over every sector of the European economy.
Building domestic alternatives is dismissed in the report as too risky or expensive. However, relying on foreign corporations for core technology is a losing game. Current market behavior already sees developers charging significant mark-ups for regional access and hoarding their most capable models for internal use. OpenAI’s recent utilization of a superior, non-public tool to solve a complex mathematical riddle confirms that Europe will never gain access to the true technological frontier through negotiation alone.
